Local government facilities, such as city hall complexes, county and state buildings and similar facilities--which are open to the general public--present special security problems, because of access control limitations.

Litigation against local governments can stem from restricting access to individuals, as well as the more common lawsuits involving personal injuries. Yet by not restricting access to certain individuals, excessive risk can be presented to government employees and other visitors.

Mr. Schmedlen's real world expertise in this area comes from his risk analyses and security survey history at office buildings with common areas accessed by the general public, as well as his comprehensive security survey of the Dearborn, Michigan City Hall Complex in 2001 and the 19th District Michigan Court and Dearborn Police Headquarters in 2002.

In his only opinion expert case in this specific field Mr. Schmedlen's analysis and written opinions concerning the validity of access restrictions placed on the plaintiff were precise and credible enough so that the lawsuit was reportedly dropped.
