45 KILLED, 58 INJURED IN SCHOOL MASSACRE:

Security risk in the school campus environments is not a new phenomenon. The event headlined above occurred on May 18, 1927 in Bath Township, Michigan. Like many of the more recent highly publicized school events, it would appear that this historic atrocity may not have been foreseeable.

Today, there is a perception that the volume of adverse security related events is increasing in school districts throughout the United States. Public awareness of perceived risks in these school environments has been heightened by the media. It is believed that lawsuits stemming from adverse school security related events may be on the rise.

One significant problem found in many school districts is the failure of administrators and school boards to view security exposure in a realistic manner, believing that their communities do not offer such risk.

Although some of the highly publicized events would not be considered foreseeable, reasonable access control, compliance with community standards and reasonably heightened levels of security awareness just make good sense in today's world.

While some schools may have taken advantage of DHS funded contingency planning projects, these surveys usually did little to identify real world risk as  considerations and recommendations were geared toward response in the event of a terrorist event.

Mr. Schmedlen's hands-on expertise in this area comes from having personally conducted comprehensive physical security surveys of two high schools, an alternative high school, two middle schools, ten elementary schools, a central district maintenance facility and a transportation department facility where a district's 75 district busses are serviced and stored, as well as a relatively small synagogue. Additionally, in his position at his former business he was responsible for the operations of the uniformed security division which provided contract security officer services at high schools.
